Mills Church and Twin Cities Habitat for Humanity will construct twin-home units in the northeast quadrant of the Baker Road/Inverness Road intersection. Additionally, city council approved funding for Habitat for Humanity through the Affordable Housing Trust Fund.

The property owner amended the plans to add more land to the development, eliminating the need for a comprehensive plan amendment request.
At the April 25 planning commission meeting, the main concern about the proposal was that it did not align with the city’s comprehensive plan. However, city staff and commission members expressed general support for the project.
The Minnetonka City Council is scheduled to consider the proposal at its regular meeting Monday, May 6 at 6:30 p.m.

2022 Concept Plan
The city received a concept plan from the Mills Church and Twin Cities Habitat for Humanity contemplating the redevelopment of the church-owned properties at 13215 Minnetonka Drive. The plan includes the conversion of parking lot and open space to housing two, six-unit townhome buildings. Additionally, two single-family homes would be constructed on vacant lots on Elm Lane.
This project went through the concept plan review stage. The applicant submitted a concept plan that was reviewed by the planning commission and city council. Both groups provided feedback to the applicant as it prepares its formal plan and application. A virtual neighborhood meeting was held March 22, 2022.
Neighborhood Open House
The Mills Church hosted a neighborhood open house on Tuesday, Dec. 6, 2022. Several concepts were presented for the site and feedback was requested.

2020 LISC Community Workshops
The city, with support from a team of design and development experts, is conducting community engagement workshops regarding the site's development potential. Residents are invited to attend all five sessions to learn more and provide input. City officials may be in attendance. Feedback will help Mills Church potentially develop housing recommendations for its property. If you need special accommodations, contact Gretchen Nicholls at 651-265-2280.
