Tobacco Ordinance
At its Aug. 1 meeting, the Minnetonka City Council adopted an ordinance amending City Code 625 relating to tobacco sales. The ordinance defines an “exclusive tobacco store” and imposes restrictions on new and existing exclusive tobacco licenses in Minnetonka.
Update: The city council approved the updated tobacco license ordinance at its Aug. 1 meeting.
Minnetonka currently has a moratorium on new tobacco licenses which is in effect until Aug. 31, 2022. The moratorium was enacted to provide time to research and propose changes to the city’s tobacco licensing ordinance. The city council discussed potential changes that, in summary, include the following:
- No additional exclusive tobacco licenses would be issued in the city (now six) – in effect, there would never be more than six licenses at any time.
- The changes do not affect any existing tobacco retailers or their future renewals.
- No changes to tobacco licensing requirements where tobacco is not the primary retail item.
- Proximity to schools would be evaluated.
- Only one exclusive tobacco license would be issued for a property (not multiple license on the same property).

Prior to drafting a final ordinance for the city council, the city is open to community feedback and information regarding the proposed ordinance. The city will also hold a virtual tobacco license holders meeting on Wednesday, June 23 at 11 a.m. to review the proposed changes.
