The Minnetonka City Council added language to its ordinance at its June 3, 2024 meeting.
The city council added language at its June 3, 2024, meeting allowing containers to be placed in public view the evening before pickup. The previous ordinance only allowed an exception for the day of collection.
The amended ordinance would give property owners more options to store their waste containers on non-collection days. As garbage collection has evolved and recycling/organics has been added, finding locations to store receptacles can be challenging. The proposed ordinance would no longer require containers be "out of public view" but rather ensure waste containers are "not visible from adjacent streets or properties or, at a minimum, located behind the front building line of the home."

I’m conserved about the slippery slope this begins with less stringent rules. In the recent past, we have witnessed more unpermitted sheds, more over grown lawns, smaller lots and much more of the things that made Minnetonka a great place. If you’re going to loosen the rules, please enforce them.

I would favor the adoption of this ordinance. I would also prefer there be no added restrictions such as receptacles needing to be in an opaque enclosures.

That's a simple solution on paper. You cannot participate (not enough space) then realize your limitations. Or work with that you have and that's it. No! Do not turn yards, driveways or limited walkways between residencies a garbage heap.

I haven't seen any enforcement of the current policy yet. I believe addressing this should be the priority. Leaving trash cans outside exposes them to animals and weather, leading to loose trash not only in the owners’ yard but also in neighboring yards. While I understand that adding organics requires another container, ideally, this would result in smaller non-organic garbage cans. Additionally, could we explore the possibility of implementing weekly recycling pickup? This would allow people to opt for smaller recycling cans if they prefer.
It's worth noting that homes with short-term renters often generate extra waste, such as beverage containers and pizza boxes. Unfortunately, these renters sometimes show little regard for the neighborhood after checking out. If they're instructed to leave trash outside the home, there's a high likelihood that it will overflow, creating an unsightly mess and attracting more animals.

I think the proposed rewrite is still unclear as it first says "must" then goes on to say, "at a minimum" which seems contradictory. I would suggest that it say, "Except on the day of collection, waste , yard waste, recyclables, organic materials and the containers in which they are kept for residential dwellings must be at a minimum located behind the front building line of the dwelling, and ideally placed out of the public view so they are not visible from adjacent streets or properties." This language seems more in line with the photo examples provided too.

I think this change would be a good compromise. Since a lot of people don't have the room in their garages for THREE wast containers.

It sounds good in theory, but for most homes in Mtka., the sides of the homes/garages will be visible to the home next door. I can already envisage looking at the bins of our next door neighbors. Also as you drive down the street you would be able to see all the bins, even if at an angle.

No problem with the suggested change. More important to me is now with additional organic collection we will have 6 garbage trucks per week on three house cul de sac. Has minnetonka considered limiting number of garbage providers or contact for whole city?

I believe that the proposed ordinance would work well as we have tried to keep trash and recycle containers within our garage and it can become quite overwhelming with summer heat and just plain old down right ripe smelling at times!

Most of my neighbors don’t conform to existing code about keeping garage bins out of sight now. Think a more relaxed code might be inviting more trouble

There is no reason for trash cans to be left out in any visible area. Trash cans are an eye sore. Neighbors should not have to look at them every day.

I don't support making the waste container ordinance more lenient. My neighbors currently don't follow the ordinance as written, nor follow what you are proposing. So making it more lenient would encourage more to keep them from sight. Also, since you are not enforcing it anyway, in my neighborhood anyway, there is no reason to make any changes.
