Preparing Minnetonka’s city budget is an eight-month process that starts with the five-year capital improvements program and wraps up with adoption of the final budget and tax levy in December. To create the budget, the city council and staff use data to ensure the budget aligns with the city’s strategic priorities.     Every year auditors provide city council with a review of the Annual Comprehensive Financial Report and their findings. Maintaining excellent financial and operational strength is key to allow the city to provide value for the full range of services for residents and businesses, and helps the city maintain its Aaa credit rating. Audit firm BerganKVD issued an unmodified opinion on the city’s 2022 financial statement audit with no audit findings.

    The Minnetonka City Council adopted the 2023 budget and set the levies to be collected at its Dec. 5, 2022, meeting. These levies are the tax levy, the Minnetonka Economic Development Authority special benefit tax levy, and the Bassett Creek Watershed Management Tax District tax levy.
