In collaboration with Hennepin County, the City of Minnetonka is planning to reconstruct Excelsior Boulevard (CSAH 3) from County Road 101 to Williston Road.
At this time, the proposed improvements include:
installation of a new, multi-use trail
roadway reconstruction
watermain replacement
storm sewer improvements
overhead power burial
This project was initiated by the city as part of a trail expansion project along this corridor, which is identified in the Trail Improvement Plan. By combining the roadway, utility and trail improvements into one project, the project team can more efficiently meet both city and county goals and reduce construction impacts to the surrounding neighborhoods.

The project team wants to learn about any potential enhancements that should be considered for this project. Now through December, use the digital comment map below to share your experiences traveling on Excelsior Boulevard and what changes you might like to see. This feedback will be used as the preliminary design is developed for the corridor.

Existing conditions- Late 2024
The project team will gather feedback on the existing Excelsior Boulevard corridor
Proposed improvements- 2025
The project team will prepare preliminary designs based on community feedback and will share proposed designs at a neighborhood meeting
Final Design - 2025
this is an upcoming stage for Excelsior Boulevard Reconstruction Project
City staff will work with contracted engineers to develop the final plan for this project. The project will be presented to City Council for approval in 2025.
Overhead power line burial - 2026
this is an upcoming stage for Excelsior Boulevard Reconstruction Project
In 2026 and 2027, overhead power and communications lines will be buried by utilities providers and their independent contractors. This process will be monitored, but not performed by the city.
Street, utility and trail construction - 2027-28
