The Minnetonka City Council added language to its ordinance at its June 3, 2024 meeting.

The city council added language at its June 3, 2024, meeting allowing containers to be placed in public view the evening before pickup. The previous ordinance only allowed an exception for the day of collection.


The City of Minnetonka is proposing a city ordinance that provides more options for property owners for placement of their waste containers.

The amended ordinance would give property owners more options to store their waste containers on non-collection days. As garbage collection has evolved and recycling/organics has been added, finding locations to store receptacles can be challenging. The proposed ordinance would no longer require containers be "out of public view" but rather ensure waste containers are "not visible from adjacent streets or properties or, at a minimum, located behind the front building line of the home."

I support the ordinance, every property is different and I support more flexibility with where these bins get stored.

Please leave the ordinance as is. We don't want our neighborhoods looking like trash heaps. Let's be able to have pride in our surroundings--no waste containers in view

Please leave the ordinance as is -- garbage and other waste containers need to be stored out of public view -- make space in your garage, we will all appreciate that -- we don't want our neighborhoods to look trashy!!!

The manner in which this ordinance amendment is presented to residents appears to be misleading and manipulative. In essence, the amendment 1) removes the words "out of public view," and 2) adds the words "not visible from adjacent streets or properties" and "located behind the front building line of the
dwelling." The photo on the left titled "Allowed under proposed ordinance" appears to be in violation of the proposed ordinance to the extent it IS "visible from adjacent streets or properties." I'm all for tightening up waste container visibility ordinances, but I object to using misleading and manipulative tactics, which add to much confusion as to what this ordinance amendment is about.

I agree with the proposal. Not every homeowner has the space to store multiple containers in their garage.

I am in favor of this ordinance. I believe the city should in large part leave subjective judgements like this to HOAs. This ordinance is simply doing what it needs to to keep the streets free of the waste containers. Requiring everyone to do anymore than moving waste containers next to your home is silly and conceited.

I am tired of looking at neighbor's waste bins in their driveways, this makes our neighborhood look so tacky. A lot of people have so much STUFF that they can't store bins in garage, and too many waste bins to store inside. We have 3, two stored in garage and one on backyard patio., ugh. Hard to believe that homeowners think this is a good look for their home and their neighborhood. Also, some don't remove their bins from the curb after garbage collection, sometimes left for days.

Are residents clamoring for MORE trash bins to be visible in our neighborhoods? How many residents have complained about this and want trash more visible? The lack of any supporting information is stunning, and is NOT conducive to quality governance.
It is suspect. What is the motivation here, if not requested by residents?

The above sentence is the very FIRST sentence presented on this feedback. It is false. When the very first sentence presented is FALSE, then everything beyond is suspect.

The proposal does NOT add more PLACEMENT options. The placement of bins on the side of the house is allowed under the current ordinance. Like most municipalities, a resident simply needs to add a very small screen of fence or evergreen bushes to hide the bins. Then the placement on the side of a house is OK under the current ordinance.

Can you please rework the presentation in all public facings of this proposal and remove false statements, ESPECIALLY at the top of the presentation?

As very few people in the community would want to see their streets littered with cars and trash bins, I am appaled by the way you are proceeding with this. As if it is not a huge matter. Are you trying to remake the community? - This is a serious issue that needs a thorough discussion and involvement of Minnetonka residents. The deadline to approve this ordinance that nobody asked for apparently set for for June 3rd is too short and as a minimum, needs to be extended to allow a thorough discussion and give us time to prepare and submit a petition.

I do not support -- Because the city forced Organics, now we have THREE bins to store. That was not my choice. Also, having trash outside will attract animals. So, this will potentially cause my home to have this issue because others want to store their trash outside.
And how are you planning to enforce this? When people aren't complying? I don't want city resources watching for garage bin issues. Leave the ordinance as is.

Exposed bins are inconsistent with our City and they should be stored inside garage space or a minimum behind a fence, completely out of view to the street side. Those who leave them outside and visible compromise a community aesthetic that we should uphold for the benefit of all our residents. In the winter it's even more nonsensical to have them outside, as the snow and ice can compromise use and moving them for collection day.

Thank you for the opportunity to provide feedback. The existing ordinance is sufficient and maintains a desirable aesthetic for the City of Minnetonka where the level of investment in homeownership is significant. Allowing for waste containers to be in view would detract from the wonderful neighborhoods this community maintains.
